    Friendship Line California is a free crisis intervention hotline and a warmline for non-emergency emotional support calls for people aged 60 years and older and adults living with disabilities to connect with a caring, compassionate voice ready to listen and provide emotional support.

  • Health Insurance Counseling and Advocacy Program

    HICAP (Health Insurance Counseling and Advocacy Program) provides free, confidential one-on-one counseling, education, and assistance to individuals and their families on Medicare, Long-Term Care insurance, other health insurance related issues, and planning ahead for Long-Term Care needs. HICAP also provides legal assistance or legal referrals in dealing with Medicare or Long-Term Care insurance related issues.

  • In-Home Supportive Services

    Provides in-home assistance to eligible older adults, people who are blind or have low vision, and disabled individuals as an alternative to out-of-home care and enables recipients to remain safely in their own homes.

  • Low-Income Home Energy Assistance Program

    A federally funded program that helps low-income households pay for heating or cooling in their homes. ​Eligibility for LIHEAP services can vary depending on income, household size, place of residence, and other factors.

  • Low-Income Weatherization Program

    Provides low-income households with solar photovoltaic systems and energy efficiency upgrades at no cost. One of the California Climate Investments, the Low Income Weatherization Program reduces greenhouse gas emissions by saving energy and Housing & Utilities generating clean renewable power. The program also reduces energy expenses for low-income households, strengthening their economic security.

  • Medical Baseline

    The program provides additional gas and electricity allowances at the lowest rate for individuals with specific medical conditions or equipment needs, such as respiratory devices, dialysis machines, and motorized wheelchairs.   • Regional Centers

    Department of Developmental Services oversees the coordination and delivery of services for Californians with developmental disabilities through a statewide network of 21 community-based, non-profit agencies known as regional centers. Regional centers provide assessments, determine eligibility for services, and offer case management services. Regional centers also develop, purchase, and coordinate the services in each person’s Individual Program Plan.
